SAFEnet Statement of Solidarity for Digital Democracy in Nepal

Upholding Internet Freedom as the Lifeline of Democracy
The Southeast Asia Freedom of Expression Network (SAFEnet) expresses its solidarity with the people of Nepal in their ongoing movement to defend democracy, freedom, and human rights.
We are deeply concerned about restrictions on digital communication and the risk of internet shutdowns during times of political tension. SAFEnet believes that a free, open, affordable, and secure internet is fundamental to democracy—and must never be restricted under any circumstance.
The internet is not a luxury. It is a lifeline for communication, information, and civic participation, enabling citizens to organize, speak, and hold power accountable. When connectivity is cut, democracy itself is silenced
Recognizing Regional Resilience and Solidarity Amid challenges, the Asia-Pacific community continues to demonstrate strong collaboration and resilience in defending open digital spaces:
- The Asia Pacific Regional Internet Governance Forum (APrIGF) went fully online, ensuring inclusive participation despite uncertain conditions.
- The Internet Society (ISOC) adapted its regional workshops by relocating to Kuala Lumpur, Malaysia, showing flexibility and regional solidarity.
- The Asia Pacific School on Internet Governance (APSIG) and the Youth Internet Governance Forum Nepal (yIGF Nepal) were both successfully held in Kathmandu, reflecting the determination and courage of Nepal’s civil society and youth to continue open dialogue on internet governance.
These achievements highlight a crucial truth: civil society maintains democracy and the digital public sphere despite pressure.
- Respect, protect, and fulfill digital rights as part of fundamental human rights, including freedom of expression, access to information, and privacy.
- Ensure that the internet remains always connected, affordable, and secure for all Nepalis — across all regions, from cities to remote villages.
- Refrain from imposing any internet shutdowns, social media bans, or online restrictions, especially during political protests or crises.
- Protect privacy and online safety, especially for women, minorities, journalists, and human rights defenders.
- Work collaboratively with civil society, technical communities, and youth networks to promote digital democracy and strengthen inclusive internet governance.
Our Shared Commitment
SAFEnet commends the resilience of Nepali digital communities, including APSIG and yIGF Nepal organizers, who continue to advance dialogue and participation under difficult conditions. Their efforts embody the spirit of open, participatory, and democratic internet governance in the Asia-Pacific region.
We reaffirm that Nepal’s democracy cannot exist without a free and connected internet. Connectivity is not merely infrastructure — it is the foundation of freedom, participation, and justice.

Southeast Asia Freedom of Expression Network (SAFEnet) ले नेपालकाजनतासँग उनीहरूको लोकतन्त्र, स्वतन्त्रता र मानवअधिकारको रक्षाका लागि जारी आन्दोलनमा पूर्ण ऐक्यबद्धता प्रकट गर्दछ।
हामी डिजिटल सञ्चारमाध्यममा देखिएका प्रतिबन्ध र राजनीतिक अस्थिरताको समयमा इन्टरनेट बन्द हुने जोखिमप्रति गम्भीर चिन्तित छौं। SAFEnet को विश्वास छ कि स्वतन्त्र, खुला, किफायतीरसुरक्षितइन्टरनेटलोकतन्त्रकोआधारहो, जसमा कुनै पनि परिस्थितिमा अवरोध गर्न मिल्दैन।
इन्टरनेट कुनै विलासिता होइन। यो सूचना, संचाररनागरिकसहभागिताकोजीवनरेखा हो, जसले नागरिकलाई बोल्ने, संगठित हुने, र सत्तालाई जवाफदेही बनाउन सक्षम बनाउँछ। जब इन्टरनेट काटिन्छ, तब लोकतन्त्र नै मौन पारिन्छ।
क्षेत्रीयसहकार्यरदृढताकोमान्यता
चुनौतीका बीच पनि एशिया–प्रशान्त क्षेत्रका डिजिटल समुदायहरूले स्वतन्त्र डिजिटल क्षेत्रको बचाउमा उल्लेखनीय सहकार्य र दृढता प्रदर्शन गरेका छन्:
- Asia Pacific Regional Internet Governance Forum (APrIGF) ले यस वर्ष आफ्नो कार्यक्रम पूर्णरूपमाअनलाइन सम्पन्न गर्यो, जसले अस्थिर अवस्थामाथि पनि सहभागीता खुला र सुरक्षित राख्यो।
- Internet Society (ISOC) ले आफ्नो क्षेत्रीय कार्यशालाहरू क्वालालम्पुर, मलेसिया सारेर लचकता र क्षेत्रीय एकताको उत्कृष्ट उदाहरण प्रस्तुत गर्यो।
- Asia Pacific School on Internet Governance (APSIG) र Youth Internet Governance Forum Nepal (yIGF Nepal) दुबै काठमाडौंमासफलतापूर्वकसम्पन्नभए, जसले नेपालका नागरिक समाज र युवाहरूको साहस र दृढताको प्रमाण दिएको छ, जसले खुला संवाद र इन्टरनेट सुशासनलाई निरन्तरता दिएका छन्।
यी उपलब्धिहरूले देखाउँछन् कि दबाबकाबीचपनिनागरिकसमाजलेलोकतन्त्ररडिजिटलसार्वजनिकक्षेत्रलाईजीवितराखेकोछ।
नेपालकानयाँरभावीसरकारहरूलाई SAFEnet कोआह्वान
SAFEnet नेपालका नयाँ र भावी सरकारहरूलाई निम्न प्रतिबद्धता गर्न आह्वान गर्छ:
- डिजिटलअधिकारकोसम्मान, संरक्षणरसुनिश्चितता — अभिव्यक्तिको स्वतन्त्रता, सूचना पहुँच र गोपनीयताको अधिकारलाई मौलिक मानवअधिकारको रूपमा स्वीकार गर्न।
- इन्टरनेटसधैंजडित, किफायतीरसुरक्षितराख्ने — सबै नेपालीका लागि, शहरदेखि गाउँ र दुर्गम भेगसम्म समान पहुँच सुनिश्चित गर्न।
- इन्टरनेटबन्द (shutdown), सामाजिकसञ्जालप्रतिबन्धवाअनलाइनअवरोधनगर्नु — विशेष गरी विरोध, संकट वा राजनीतिक अस्थिरताको समयमा।
- गोपनीयतारअनलाइनसुरक्षाकोरक्षागर्नु, विशेष गरी महिला, अल्पसंख्यक, पत्रकार, र मानवअधिकारकर्मीहरूको सुरक्षाका लागि।
- नागरिकसमाज, प्राविधिकसमुदायरयुवाहरूसँगसहकार्यगर्नु, डिजिटल लोकतन्त्र प्रवर्द्धन गर्न र समावेशी इन्टरनेट सुशासन सुदृढ गर्न।

SAFEnet ले नेपालको डिजिटल समुदाय — विशेष गरी APSIG र yIGF Nepal का आयोजकहरू — को दृढता र निरन्तर प्रयासको प्रशंसा गर्दछ, जसले कठिन परिस्थितिमा पनि संवाद र सहभागिताको आत्मालाई जीवित राखेका छन्।
